Tenant Based Rental Assistance Program

IFCA is accepting applications for the Tenant Based Rental Assistance Program (TBRA). The deadline to apply is Friday, 11/21/2025.  IFCA is administering the TBRA program thanks to funding from the New York State HOME Local Program. TBRA will provide a monthly rental subsidy and a security deposit assistance grant to individuals and families that meet the eligibility requirements below. The HOME funds are intended to provide direct assistance to households paying more than 30% of their monthly income for rent or security deposit assistance. TBRA is a rental subsidy that helps fill the gap between what a renter can afford and the actual rent for a place to call home.

Below, you will find the eligibility requirements for individuals and families interested in applying:

·         This program is for households that do not currently have a Section 8 or a CVR voucher

·         Income eligibility is 60% AMI or lower:

1 Person- $71,400, 2 Person- $81,600, 3 Person- $91,800, 4 Person- $102,000, 5 Person- $110,150

·         Applicants must be looking for or currently living in rental housing in or near the Village of Ossining, Village of Tarrytown and the City of Peekskill, Westchester County

·         Applications will be added to the TBRA waitlist on a First Come, First Served basis for distribution of funds

·         Once a voucher is issued, households will have 60 days to find a rental apartment

·         Westchester County fair market rents will be used as the payment standard and will be used to determine the assistance amount prior to unit selection

·         Applicants must provide acceptable proof of identity for all family members and must also provide proof of income

This rental assistance program is not guaranteed and may be limited to 6 or fewer months.  However, applicants are required to have a minimum of a 1 year lease.
